The Alabama CDL manual instructs drivers not to operate a tank vehicle with open valves or manhole covers. For a cargo tank containing hazardous material, federal regulations require manhole closures to be closed and secured and liquid-discharge valves to be closed and free of leaks, subject to a limited exception for certain cryogenic-residue tanks. These precautions prevent loss of cargo during transit.
