The Florida CDL manual says not to move a vehicle carrying a leaking hazardous material any farther than safety requires. Moving off the road or away from places where people gather may be appropriate if it serves safety. Do not move the vehicle if doing so would endanger anyone, spread contamination, or further damage the vehicle.
